Margao: South Goa police in the last five years have initiated externment proceeding against 48 criminals in view of their continuous involvement in illegal and muscle power activities.
Police said that most of these criminals on whom externment proceeding has been initiated were booked in cases of kidnapping, robbery, body and property offences, chain snatching. Police also said that in some of these cases district collector has passed an externment order under Section 4 of the Goa Maintenance of Public Order and Safety Act 1988 against history sheeters directing to ‘remove them from the jurisdiction of South Goa district’.
The orders of the South Goa district magistrate states that the history of the cases submitted by the police indicates that respondent is a person whose movements or acts are causing harm to the general public and property.
Out of these 48 cases highest number of 30 cases of externment was initiated by South Goa district police in the year 2018 while in 2019 so far police
have initiated externment proceedings against 7 criminals and hearing are in progress.
Police had initiated externment proceedings against 9 criminals in the year 2017 while in 2015 externment proceeding was sent to 1 criminal and in 2016 externment proceeding was send to 1 criminal.
Police said that the names of 23 persons were recommended till November 18 having criminal background to South Goa district magistrate for initiating externment proceedings of which 7 are from Margao, 5 from Verna, 4 from Curchorem, 2 each from Maina Curtorim and Vasco and 1 each from Colva, Cuncolim and Sanguem.
Police said that among some preventive policing steps initiated by them externment is proving to
be a handy tool in curbing the movement of criminals.
Senior police officer said that South Goa police are working on a proposal to extern criminals on record and have proposed a proposal for more criminals. He said that the proposal is in a final state and would be executed shortly. Police said that those posing a threat to the peace and harmony of the town have figured in the list.
Police said that externment procedure has been taken against those criminals who were involved in property and body offences. The South Goa Superintendent of police Arvind Gawas when contacted said that it is a part of the preventive action to ensure peace and harmony and also to keep check on criminals posing a challenge to law and order.
