Panaji: The award of the tender pertaining to the selection of operator for renovation/ refurbishment and operation of multiplex at the Entertainment Society of Goa complex has been delayed, just as the two multiplex giants in the country namely INOX Leisure Limited and PVR Cinemas are running neck-to-neck to take control of the four-screen cinema house.
The contract between the state government and INOX Leisure Ltd – which was handling the particular multiplex from its inception in November 2004 – existed till October 2016. Later, with the approval of the government, the ‘contract of extension’ for running the operations of the multiplex was extended from time to time, and the last such extension contract was up to November 30, 2019.
The state cabinet approved a proposal – as submitted by the Entertainment Society of Goa and cleared by the expenditure finance committee – on October 14, 2019 to invite the e-tender under two-bid system, that is technical bid and financial bid, for the work of ‘selection of operator for renovation/ refurbishment and operation of multiplex at the ESG complex.’ The financial bid remains valid for a period of 120 days from the date of opening of the financial bid.
The tender was subsequently issued and opened on November 15, 2019. It was then found that the technical bid by one of the bidders was faulty, thus rendering the tender a single-bid tender. As a result, the work was re-tendered thus delaying the award of the
Earlier, a Pune-based consultancy firm, M/s Gensys Technologies Pvt Ltd was appointed by the government for providing integrated services for the renovation/ refurbishment of the multiplex. The consultancy firm carried out a site inspection of the multiplex as well as the scope of the work, and submitted an interim report.
