Panaji: High Court of Bombay at Goa has directed the Margao Municipal Council (MMC) not to dump fresh waste at the Sonsoddo site till the legacy dump is cleared.
The civic body was earlier directed by the Goa State Pollution Control Board (GSPCB) to this effect.
The division bench of the High Court observed, “We note that till date the directions issued by the GSPCB have not been challenged by the Margao Municipal Council, and therefore, it is imperative that the Margao Municipal Council complies with such directions.” The counsel for the Margao Municipal Council submitted that the counsel will submit a proposal to the GSPCB with regard to some alternative arrangements.
The counsel for the GSPCB stated that if such proposal is received, the same will be considered in accordance with law and on its own merits as expeditiously as possible.
The counsel for the Goa Waste Management Corporation (GWMC) stated that the GWMC is now in the process of floating tenders for remediation, inter alia, of the legacy dump which is the subject matter of the present petition.
He stated that the tender process will be completed as expeditiously as possible, and it is expected that even the work of such remediation will commence by November, 2019.
The MMC will consult the GSPCB for finding an alternative for dumping the waste. The counsel for the Margao Municipal Council, on instructions of Siddhivinayak Naik, chief officer, who was present in the court, made a statement that the aforesaid directions issued by the GSPCB will be strictly complied with and in pursuance of the same, there will be no dumping of fresh waste till the legacy dump is cleared under the supervision of GWMC.
