THE group of empowering ministers (GOeM) under the chairmanship of Mr Pranab Mukherjee has asked the Planning Commission to ensure that the urban poor, like street-dwellers and daily labourers, who do not have ration cards, are not left out of the National Food Security Act. Normally, such poor people are covered under BPL families having a ‘yellow’ ration card which automatically qualifies them for benefits under the proposed NFSA.
