The villagers of Benaulim have unanimously passed a resolution seeking de-notification of the Regional Plan 2021.
They now want a fresh plan prepared for 2031 and also demanded a freeze on multi-dwelling projects till such time that the new regional plan is not put in place.
The decision was taken after hundreds of villagers had gathered over
the regional plan and also demanded complete implementation of the 73rd and 74th amendment
of the Constitution before finalising the regional plan.
The meeting organised by the Benaulim civic and consumer forum decided to submit a six point memorandum to the government demanding denotifying of the regional plan adding that there should be a moratorium on all constructions in the state except individual housing to be allowed.
The president of the forum Ciriaco Barretto said the meeting adopted the resolution that the Regional Plan should be de-notified and a fresh plan is prepared by collecting more data adding that the plan is unconstitutional since the 73rd and 74th amendment are not considered. Barretto said that this violates Article 14, 19 and 21 of the Constitution.
He pointed out that the plan has suffered due to flawed tourism and rampant construction by real estate lobby over the last 5 decades. He said that the state is on the edge of a total environmental and economic collapse.
Member of the forum José Rodrigues said that the Regional Plan has to be prepared keeping local interests in mind, however the suggestions that have been made have not been incorporated in the said plan.
He said the villagers are all united to save the resources in the village and hence the Regional Plan must be scrapped.
