Aldona VP to rope in animal welfare association to impound stray cattle

MAPUSA: Issues of stray cattle menace, need for a dedicated ambulance, lack of response for the village development committee (VDC) meetings and need for activation of child committee were discussed during the gram sabha of Aldona panchayat on Sunday.

The meeting that was held at Aldona Institute was presided over by the sarpanch Deepak Naik in the presence of panchayat secretary Pravish Bhosle and other panch members.

Sarpanch Deepak Naik informed the gram sabha members that the panchayat has decided to appoint Gomantak Gousevak Mahasang, Mayem as cattle pound keeper who will be entrusted with the responsibility to catch stray cattle in the panchayat’s jurisdiction. He said that the whole exercise will be untaken under the ‘The Goa stray cattle management scheme 2013’.

A villager Salvador Fernandes opined that “the scheme is good but first there is need to identify the number of cattle owners in the panchayat jurisdiction ward-wise. Till we have the data, the panchayat will fail to address the issue.”

Another villager Nicholas Dais said that though the scheme will come in handy to keep a check on stray cattle from the village but the major problem is of keeping cattle from the neighboring villages at bay.

The sarpanch said that the scheme is being implemented as an order has been issued by the government adding, “We can implement the scheme and also can conduct a survey in the village.”

Sarpanch Naik said that though the VDC has been formed, turnout for the meetings is poor as hardly ten members attend on regular basis as a result there is no healthy discussion with regards to the development of village adding, “Hence we have brought this issue before the gram sabha so that if any villager is interested to be part of VDC, he can come forward.”

A committee member Savio Figueiredo said that the members should be apprised about the agenda for VDC meeting in advance and the time period fixed so that more people participate in the meeting.

The sarpanch Naik accepted the proposal.

A villager Pranjali Dessai, who is working with victim assistance unit, moved a proposal for activation of village child committee which has been constituted.

Dessai said that in the last few months, there has been rise in crimes involving children in Aldona village wherein incident of rape and stabbing has been reported and hence there is a need to activate the village child committee which will work for children in the village. She also said that there is a need to identify isolated spots where children or youth are found during the evening hours and such places needs to be properly illuminated. Another villager Savio Figueiredo also moved a proposal to have a dedicated ambulance for the village “as the government ambulance refuses to ferry patient to private hospital.”

He also said that they can approach the MP Shripad Naik and MLA Glenn Ticlo for the vehicle which can be shared with neighbouring villages.
