Aldona gram sabha approves draft CZMP prepared by villagers



The Aldona extra ordinary gram sabha has unanimously approved the draft CZMP prepared by villagers after intensive consultation with experts on Monday. Earlier the deputed expert was unsuccessful in explaining about the CRZ norms and plans following which villagers took charge and explained about various discrepancies in the draft

On Monday the extra-ordinary gram sabha meeting of the Aldona panchayat was convened where sarpanch Francis D’souza, Panchayat secretary Pravisha Bhosle and other panchayat members were present. The field surveyor Sameer Phadte was present to explain to villagers about the draft CZMP plan.

As the expert began to explain about the plan, the villagers raised objection and questioned, ‘Why the plan which has been already been rejected by villagers is being explained to them again as local stakeholders were not considered while drafting the plan’.

A villager Oldrin Pereira said, “We have already a prepared our village draft CZMP plan and it was submitted to the department one month back. Before coming to the panchayat office the experts should have gone through the draft plan”.

Another resident Teo Dias questioned the resource person whether he had studied the plan or had directly come to the panchayat.

Replying to queries, Phadte said, “We were asked to explain the plan to members and a 15-day period is given to the panchayat to submit their suggestions and objections”.

Villagers constantly insisted that the resource person must explain CRZ rules and norms, however resource person Phadte who tried his best to reply could not satisfy the villagers queries.

Subsequently Oldrin Pereira along with other members who were part of the group from the communidade who had jointly prepared the draft CZMP plan for the village explained both the plans. While explaining the draft CZMP prepared by the Chennai company, Pereira informed that fishing bag nets (Harri) are not shown in their plan. Besides two iconic bridges at Calvim and Corjuem, bird nesting site, sluice gates, fishing boundaries and rights of fishing community are not shown.

Nelson Figuereido said, “They have considered satellite images and marked as mangrove covers while these areas are actually khazan lands”.

Subsequently it was resolved to approve the CZMP plan prepared by the Communidade by taking all stakeholders into confidence.
