The Goa police have urged banks to sensitize their employees and security guards so as to prevent ATM card skimming frauds.
In view of the recent skimming cases the cyber crime of Goa police on Friday held a meeting with banks officials and senior RBI officials.
The meeting, which lasted for nearly two hours, was held at the police headquarters in the city and was chaired by inspector-general of police V Renganathan.
The meeting was attended by around 52 banks officials, SP (cyber crime) Karthik Kashyap, PI Rajesh Job and other police officials.
The meeting deliberated on the recent ATM card skimming frauds and alleged lapses by the banks.
“We conveyed our concerns to the banks officials regarding security at ATMs and they have responded positively. We had fruitful discussions and all the banks have unanimously taken some resolutions,” Kashyap told media persons.
“Everyday when a security guard reports to duty he will be properly sensitized. He needs to properly check the ATM. The person who comes to reload currency notes in the ATM should be instructed to ensure that no outside additional device is fitted to the machine. We have asked the banks officials to issue written instructions in this connection,” Kashyap said referring to resolutions taken by the bank officials at the meeting.
Bank officials have been asked to assign a bank employee the responsibility of one ATM, who will look after all these security related and other issues pertaining to ATMs.
“During the meeting we also brought to the notice of the bank officials of the lapses we have noticed in connection with recent ATM skimming frauds,” Kashyap said, adding that concerns about inattentive security guards, dysfunctional CCTV cameras, cameras not in proper position and delay in providing us the CCTV footage were also raised.
According to Kashyap, the banks have agreed to put up instructions within 30 days outside the ATMs and that no person will enter ATM booth with helmet, scarf, goggles, caps or anything that will cover the face.
The bank officials were also told to install high-resolution CCTV cameras and to check functionality of each of these cameras regularly.
The police stressed on the need to introduce OTP for each ATM transaction. “We requested RBI authorities that all banks should work towards introducing ‘onetime password ‘ for each ATM transaction like the Internet banking,” Kashyap said.
The police also requested the banks to introduce chip-based ATM card to prevent ATM skimming. Introducing such an ATM card is an optional need as per RBI guidelines.
