9 of 30 panchayats in Salcete to be served with show cause notices

One third of Salcete sarpanchas and deputy sarpanchas are likely to face disqualification of six years, as  nine of the 30 panchayats in the taluka will be served with show cause notices over failure to set up material recovery facility in their jurisdictions.

The Goa bench of the Bombay High Court has directed the directorate of panchayats to issue show cause notices over failure to set up material recovery facility for garbage handling in their respective areas.

The villages include Assolna, Telaulim, Chandor, Curtorim, Macazana, Paroda, Sao Jose De Areal Seraulim and Sarzora. The panchayats have seven days to respond ahead of the next hearing on March 4

Sources informed that besides sarpanchas and deputy sarpanchas the panchayat secretaries are also likely to face penal action under the CCS conduct rules for failing to act on the directives.

A highly placed source at the directorate of panchayats informed that the notices have been issued based on the directions of the High Court and the same should be served to the panchayats by tomorrow and they have 7 days to respond.

The official said that if the sarpanchas and deputy sarpanchas fail to give a valid reason for their failure, it could lead to their removal from the post and also to their suspension of up to 6 years.

Sources informed that the process could not make much headway due to slow and lethargic approach of the administration and added that most panchayats are depending on comunidade for the land.

They informed that “the files are  pending for months before the office of the South Goa Collector, Deputy Collector, who are yet to grant technical clearance.”

Chandor sarpanch Edwin D’Silva informed that “the panchayat file has been pending for long with the South Goa Collectorate after we got the nod from the communidade to provide land for the facility. The panchayat has been helpless as we have not received the technical sanction despite writing several reminders.”

Sao Jose de Areal sarpanch, too echoed similar sentiments, stating that the panchayat has written to Curtorim communidade, however, the panchayat is yet to receive any intimation despite having sent reminders.

He said that the panchayat will now seek intervention of Water Resource Minister Filipe Nery Rodrigues to help resolve the matter.

Meanwhile, nearly, 50 per cent of panchayats in Quepem and Sanquem face the wrath of  the High Court for failing to set up material recovery facility in the villages.

In Quepem, which has 11 villages, just five have been able to initiate the process for setting up the material recovery facility, and so six  sarpanchas and deputy sarpanchas are set to receive show cause notices based on the High Court directions.

The panchayats include Avedem-Cotombi, Fatorpa-Quintol, Moripilla, Naquerim-Betul, Balli-Adnem and Xeldem.

While in Sanguem block, which has seven panchayats, three have ‘failed.’ The villages which will be served notices include  Neturlim, Sanvordem, and Ugem.
