CPCB directs SPCBs to include 3 sectors into orange category

Panaji: Now all major construction works including construction and demolition waste processing plants and Gold Assaying & Hallmarking centres have to take a nod from the state pollution control board, as the Central Pollution Control Board (CPCB) has issued orders to this effect classifying them under orange category.

The central pollution control board has issued direction to all state pollution control boards to include three newly categorized sectors- building and construction project having built up area upto 20,000 sqm and generating waste of more than 50KLD, construction and demolition waste processing plants and Gold Assaying & Hallmarking centers into orange category.

The apex pollution monitoring body has given 15 days time to the state pollution control boards to adopt and categorise these sectors and submit action taken report.

This means these three sectors will have to obtain the consent to Establish/Consent to Operate and in addition to that the Gold Assaying & Hallmarking centers will have to obtain authorization under Hazardous and Other Wastes (Management & Transboundary Movement) Rules, 2016.

It was being noticed that C&D waste plant, construction sites, were causing air and water pollution while Gold Assaying & Hallmarking centers generating toxic fumes for

testing gold.

The NGT has directed all the state pollution control boards (SPCBs) to follow “Guidelines for Gold Assaying Hallmarking Centres” issued by the Central Pollution Control Board (CPCB) to check pollution caused due to testing of gold.

Presently there are 87 orange category industrial sectors in the country and with the addition of three new sectors the number reached to 90. In Goa there are 5,081 industries of orange category.

“A need was felt to categorise some industrial sectors on PAN-India level and to resolve anomalies in categorisation if any. Accordingly, CPCB constituted a committee to deal with the matter related to categorisation of industrial sectors under red/orange/green/white categories,” the order stated.

The Pollution Index PI of any industrial sector is a number from 0 to 100 and the increasing value of PI denotes the increasing degree of pollution load from the industrial sector.

However building and construction sector in an area upto 20,000 sqm and construction and demolition waste processing plants scored 50 for mainly causing water and air pollution while Gold Assaying & Hallmarking centres scored 58.33 for generating hazardous waste in testing of gold.
