Waste burning: Taleigao VP ordered to pay fine in 3 days

Complying with the directions issued by the Goa State Pollution Control Board (GSPCB), the additional district collector, North Goa has started recovery proceedings against the Taleigao panchayat secretary for failing to pay fine of Rs 25,000 imposed in March 2017 for burning of mixed waste at a dumpsite at Nagali Hills.

The Tiswadi mamlatdar on Wednesday issued a notice to the secretary of the Taleigao panchayat directing him to make the payment of Rs 25,000 by cheque within three days in favour of the North Goa collector as compensation for polluting the environment and violating the National Green Tribunal order.

The mamlatdar further warned of recovering the amount as arrears of land revenue if the fine is not deposited in three days.

In a bid to check air pollution, NGT had in December 2016 banned the burning of waste in the open and had announced a fine between Rs 5,000 and Rs 25,000 on anyone who is caught burning dry leaves, plastic, rubber or any other waste material.

A resident had telephonically complained to the GSPCB in February 2017 regarding burning of waste at Nagali Hills dumpsite in Taleigao. Subsequently, a GSPCB inspection team had carried inspection and found mixed waste dumped at the site set on fire in violation of Goa Non-Biodegradable Act, 1996.

Accordingly, GSPCB had issued notice to the Taleigao panchayat secretary in March 2017 asking to pay penalty of Rs 25,000 and file compliance report on waste collection and disposal within seven days. GSPCB had also asked the district collector and panchayat director to recover the penalty amount from panchayat secretary.

However, the panchayat secretary had failed to pay the penalty amount to the district collector and also had not filed any compliance report over house-to-house waste collection and disposal of waste within the stipulated time.
