A survey conducted by the Salcete block development office has revealed that fifteen out of thirty panchayats in the taluka are not taking any interest for having a garbage disposal system while the remaining are also found wanting.
As per the report submitted by the Salcete BDO to the director of Panchayats recently, all the 30 panchayats face problem of identifying a garbage dumpsite owing to varied reasons mainly opposition from villagers. The 30 panchayats even do not have wet waste collection system in place.
Salcete BDO Amitesh Shirvoikar revealed that the government had sought a report on garbage disposal by panchayats adding, “Panchayats need to seriously pursue the case of identifying a site and setting up segregation centres to efficiently dispose of garbage.”
According to the report, 15 panchayats made no attempt to find a site to dump village waste. Village panchayats of Aquem-Baixo, Assolna, Chandor-Cavorim, Chinchinim-Deusua, Dramapur-Sirlim, Navelim, Nuvem, Orlim, Paroda, Rachol, Raia, Sarzora, Sao Jose De Areal, Telaulim and Velim have not made any attempt to have garbage disposal system in place in years, it says.
The other 15 panchayats made attempts to identify sites but they were either objected to by the locals or rejected by the Goa State Pollution Control Board (GSPCB) for various reasons. The said panchayats however did not make any further attempt to identify another site.
The sites identified by village panchayats of Betalbatim, Camorlim, Cavelossim, Davorlim-Dicarpale, Macazana, Rumdamol-Davorlim, Seraulim, and Varca were rejected by GSPCB for various reasons which includes their proximity to human habitation. When contacted, GSPCB officials said that many sites were not in adherence to the rules.
The report reveals that villagers of Ambelim, Loutolim and Guirdolim have opposed the site identified in the respective villages. Dumping site identified by the Cana-Benaulim panchayat at Vasvaddo was rejected for being in the low-lying areas and no new site was chosen.
Sites selected by the coastal panchayats of Carmona and Colvamet were rejected by villagers on the grounds that they were in low-lying areas. Also, the site near the Leprosy hospital at Curtorim-Macazana identified by the village panchayat of Curtorim was rejected by the health department.
