Taking a serious view of non-disbursement of salaries to 32 ad hoc assistant and executive engineers of public works department, the Goa Human Rights Commission (GHRC) has issued directions to the state government to submit a detailed report on it.
A single-member bench, headed by justice A D Salkar, has issued notices to the chief secretary, secretary of personnel department, secretary of general administration department and principal chief engineer of public works department in the matter, asking them to file a detailed report by April 4.
The commission has taken suo motu cognisance of a news report alleging that non-payment of salaries to ad hoc 15 assistant engineers and 17 executive engineers of public works department for last one year has brought them on the verge of starvation.
On perusal of the media report, GHRC member observed that non-payment of salary to the PWD engineers has showed the lethargic and casual approach of the government. “It also amounts to violation of basic human rights of the affected engineers and would also amount to deprivation of their life and liberty guaranteed to every citizen under Article 21 of the Constitution of India,” justice
According to reports, the engineers were appointed on ad hoc basis in March 2017 for one year, which ended on March 31, 2018 and thereafter till date they have not got their salaries as personnel department has failed to regularise their appointment or extend the ad-hoc appointment.
