The fiasco surrounding the Raheja project has hampered the day-to-day functioning of the panchayat. In the ‘absence’ of sarpanch, deputy sarpanch and secretary, several forms regarding residence certificates, income certificates, and government schemes are pending for signatures of the panchayat secretary and sarpanch.
The panchayat staff members confirmed that while various certificates including that of government schemes like Laadli Laxmi, DSS have been prepared they cannot be issued as they need signatures of the secretary and sarpanch.
That apart, panchayat correspondence is also piling up as various applications are pouring in especially pertaining to the Raheja project.
It may be recalled that the former sarpanch Lavita Dias had stepped down from the post on September 10 citing health reasons while the deputy sarpanch Orlando D’Silva has taken charge ever since but has come to the panchayat just once on September 19. Panch member Prisco Gonsalves informed that the deputy sarpanch should have taken responsibility and helped the people. He cited an example wherein a family is awaiting panchayat NOC for water connection. Carmona villagers forum has demanded that the directorate of panchayat should take cognisance of the hardships faced by the people and initiate necessary steps to address the same.
Meanwhile, panch member Carlos Jorge has submitted a memorandum to the panchayat to hold an extraordinary gram sabha at the earliest which was adjourned on September 13 to discuss the Raheja issue.
He said that the panchayat is duty-bound to take note of the discrepancies highlighted by the villagers in the approved plans of Raheja project.
