Panch threatens to stall functioning of Carmona panchayat over meet

 

CARMONA: Carmona panchayat member Carlos Jorge, on Tuesday, threatened to stall the functioning of the Carmona panchayat if the acting sarpanch Orlando da Silva failed to convene the panchayat body meeting on October 9 ahead of the proposed gram sabha on October 11 amidst uproar in the village panchayat office against the secretary’s failure to record the resolution taken by four panchayat members to revoke the construction licence issued to Rahejas.

Speaking to reporters, Jorge pointed out that four panch members had submitted a memorandum to the panchayat on Sunday to convene the body meeting on October 9 ahead of the gram sabha to confirm the minutes of the meeting and also to discuss proposals for the gram sabha.

He said that “till this point, the acting sarpanch has not responded,” and questioned the secretary if majority of the panchayat members could call body meeting, to which the secretary replied that “it is the prerogative of the sarpanch to call the body meeting.”

The panchayat member later warned that he would stall functioning of the panchayat if the meeting is not called.

There was uproar at the panchayat office after members of the Carmona Villagers Forum moved an application to see the minutes of the body meeting.

The villagers along with the panch members raised strong objection to the secretary wrongly wording the minutes, and demanded that the same be corrected.

Jorge along with panch member Prisco Rodrigues questioned the secretary as to why the resolution passed by the four members was not registered in the minutes book.

The secretary informed the villagers that panch members have an opportunity to correct the minutes at the body meeting, adding that he is yet to complete the minutes book.

He also informed that the panchayat would be writing to the Town and Country Planning Department seeking report of the joint inspection held on September 30.

Speaking to reporters, president of the Carmona Villagers Forum Succoro Miranda criticised the secretary for following in the footsteps of the previous secretary, adding that in the noting book he left space which gives opportunity for manipulation.
