IT is highly deplorable that the Goa government agencies have failed to make a complete list of BPL (Below the Poverty Line) families at Telaulim village in South Goa district. Failure in one village suggests there might be people missing from the BPL list in other villages too.
This is quite intriguing, considering that the income level of most Goans make them APL (Above Poverty Line) and the number of those qualifying for BPL status must be small. It needs to be evaluated at the highest levels of government whether the BPL enlisting is satisfactory. It could also be investigated if the criteria need some modification to include those who deserve the status but are excluded.
