THE Corporation of the City of Panaji has added one more riddle to its long list of mysteries. The CCP has given away about ` 68 lakh as fees for half a dozen or so of consultant agencies from outside Goa supposedly for preparing plans for submission to the Jawaharlal Nehru National Urban Renewal Mission (JNNURM).
As is known, the JNNURM has been awaiting proposals from the CCP for grant of funds already allocated for the ‘urban renewal’ of Goa’s capital city. So, taxpayers and voters would not have grudged the CCP paying consultants any amount had their plans been presented to the corporators and forwarded to the JNNURM for sanction of funds for them. But instead we have a puzzle. What plans did the consultants make? Or did they make any at all?
