The State Police Complaint Authority on Monday through an order directed the police authorities to file a complaint against 14 police personnel.
PANAJI: The State Police Complaint Authority on Monday through an order directed the police authorities to file a complaint against 14 police personnel, including former North Goa superintendent of police, for committing atrocities on the Education Minister, Mr Atanasio Monserrate and his family after the Panaji Town police station was attacked by the alleged supporters of Mr Monserrate.
The order was jointly signed by the SPCA chairman, Mr Justice (retd) Dr Eurico Santana da Silva and three other members -- Mr Norbert Moraes, Mr Shantkumar Bhat and Mr M G Naik.
The order stated, “We have gone through the material on record and we (the SPCA) are satisfied that from the very stand taken by the respondents with regard to the relevant facts allegedly involving the concerned police officers, a prime facie case of gross misconduct and/ or abuse of power appears to have been committed by them which by itself would merit further action.
“Hence we (the SPCA) direct that the complaint should proceed against them for the purpose of ascertaining the truth of the matter,” the order said.
In the order the SPCA has named the police personnel against whom complaint should be filed.
They are: the then SP, North, Mr Neeraj Thakur; the then Panaji sub-divisional police officer, (DySP), Mr Mohan Naik; DySP, Mr Subhash Goltekar; DySP, Mr Shamba Sawant; the then police inspector of Panaji town, Mr Sudesh Naik, police inspectors, Mr C L Patil and Mr Gurudas Gawde; two PSIs Mr Satish Gawade and Mr Parab; head constable Mr Ramesh Gawas; police constables, Mr Sushant Korgaonkar, Mr Suresh Salkar (dropped), Mr Pramod Kalangutkar Mr Vasudev Kesarkar and lady police constable, Ms Savita Morje.
All were attached to the Panaji town police station.
The SPCA passed the order on a complaint filed by Mr Monserrate against the 14 police personnel.
It may be recalled that the deputy inspector-general of police, Mr Ravindra Yadav had said the Goa police headquarters was in receipt of a letter from the Central Bureau of Investigation relating to the damage caused to the Education Minister’s bungalow on February 19, 2008 night after the alleged attack on the Panaji town police station.
The five-page letter addressed to the Director-General of Police, Mr Bhim Sain Bassi had urged the police to book those police personnel who were involved in ransacking and damaging the property that includes vehicles and expensive household articles etc.
The DIG had said the police would examine the letter and take appropriate action, if found guilty.
As a backlash to the stoning of the Panaji town police station by the alleged supporters of the Taleigao MLA, a busload of policemen went to Mr Monserrate’s bungalow to catch up with him and in his absence smashed whatever came their way.
The Education Minister had submitted a CCTV footage to the CBI in support of his claim.
The DGP could not be contacted for his comments on the SPCA order on 14 police personnel.
