House decides to defer 3 important Bills

PANAJI: The state Legislative Assembly, which began on March 21 has decided to defer three important but controversial Bills – Goa Police Bill 2008, the Goa Tax on Profession Trade Callings and Employment Bill, 2009 and the Goa Panchayat Raj (Amendment) Bill, 2009 – to its next session.

The Business Advisory Committee Report which was tabled by the Chief Minister, Mr Digambar Kamat on the first day of the budget session of the assembly informed that the BAC has recommended the three Bills to be considered in the next session to be held in July 2010.

As per the report, the BAC also recommended following of the procedures and practices of the Parliament in relation to the ad hoc committee meetings constituted under Rule 242-C and invite only suggestions from the public, and not allow active public participation. It may be recalled that in the past, various ad hoc House committees invited members of the public to interact with the members of these committees.

The report also informs that the annual financial statement for the year 2010-2011 and the budget documents will be presented on March 25, while presentation, discussion and voting on ‘Vote on Account’ for the part of the financial year and introduction, consideration and passing of the connected appropriation (Vote on Account) Bill, 2010 will be taken up on March 27.

Finally, the BAC, in lieu of ‘Ram Navmi" on March 24, has decided to take up the business slated on that day, including Question Hour, on March 27.
