PANAJI: The high-level committee headed by the Chief Secretary, Mr Sanjay Kumar Shrivastava, set up to enquire the alleged irregularities in the award of tender for High Security Registration Plates (HSRP), has found the process was flawed and suggested that the concession agreement entered into with Shimnit Utsch India Pvt Ltd should be revoked.

The report of the committee was presented in the state legislative assembly on Saturday in which various irregularities in the tendering process have been exposed. The report indicated that the process was grossly wrong and that it contained several faults.
The report also indicated that the rates quoted by company were on a higher side and that the antecedents of the company director were not verified. It also said that clause relating to extra charge for replacement of HSRP was included after the tender was opened.
The tendering process has been vitiated and the company to whom the contract was awarded also violated the condition for award of contract by changing its ownership midway during the tendering process. The company changed its ownership without informing the government or taking its permission for the same, the report has indicated.
Meanwhile, around 30 employees of the Public Works Department have been transferred. These employees include a junior engineer, several clerks and pump operators. The transfers of these employees came in wake of various allegations of corruption and other irregularities.
The transfer orders transferring them from one division to other were issued by the division heads. The Principal Chief Engineer, Mr B Wachasundar, said that many of the employees have been working in the same division for a number of years and, as such, were due for transfer.
