PANAJI: The state secretariat has introduced the computerised file management system, which will immediately identify any file and its status including its current location in any government department, at the click of the mouse.

The new system is expected to bring in transparency in the file movement, and related decisions taken.
The Chief Secretary, Mr Sanjay Srivastava informed ‘The Navhind Times’ on Monday evening that around 200 computers would be installed in the secretariat to accomplish the task. “We have already received 90-odd computers and will be putting in place the system by March 31,” he pointed out.
Stating that the workforce at the secretariat has already undergone training for getting accustomed to this exercise, the Chief Secretary maintained, “The new system, which replaces use of register, demands feeding the details of the received files in the computer.” My work is already a part of this system, he added.
The web-based file tracking system is also expected to help the government departments in ensuring speedy disposal of files, apart from ensuring less paperwork and also less corruption.
The particular computerised system is being run on the basis of a similar system adopted by the Delhi government, and uses the special software prepared by the National Informatics Centre.
On many occasions, the movement of the government files is haphazard and the officers are unable to trace their exact location as well as status. The computerised file management system will offer a solution to this problem. It may be recalled that the Chief Secretary had recently issued direction to the officers to clear all the files arriving before them within a week’s time.
Some of the senior officials in various government departments at the secretariat maintained that though efficiency levels are yet to be improved because of the new system, the work has got a little simplified after the introduction of the software. Now, the files are received in various offices and, after showing them to the officers concerned, are sent to the respective departments that have to deal with them.
According to the state IT Policy 2005, e-Governance was one of the important aspects. The government, as per the policy intended to optimally leverage IT to restructure government-citizen interface with the objective of providing good governance. Under the Single Window Online Service, GoaNET was initially planned as an intranet among government departments, and in due course, web-based access to services was envisaged to act as a single window to all government services.
