MARGAO: The Goa land revenue (inspection search and supply of copies of land records) amendment rules 2018 have taken the wind out of the sails of Right to Information Act by making it out of reach to whistleblowers.
Contrary to the claim of the Revenue Minister that online platform is free of charge, schedule A of the notification states that certified computerised copy of a serial number or entry in the record of rights, register of mutation, registers of record other than maps maintained by a talathi is chargeable at Rs 45 for the first page and Rs 15 for every additional pages.
Similarly the amendment rule has also made digitally signed copy of serial number or entry in the record rights register of mutation of records other than maps maintained by the mamlatdar is chargeable at Rs 40.
Revenue Minister Rohan Khaunte has said that people seeking information on the online platform is free of charge while only those seeking information through the offices are chargeable.
The south Goa collector Anjali Sherawat replying to a query on fees chargeable for inspection search and supply of copies of land records vis-à-vis under RTI act has said that supply of certified copies or certified extracts specified under the relevant rules will be charged.
She further stated that all public information officers and assistant public information officers in South Goa collectorate are informed to charge fees for category of records mentioned in schedule A of the notification dated March 16, 2018.
As per the notification inspection of survey records upto 3 holdings will cost Rs 50 per hour while search and inspection of survey records upto three holdings/one case is Rs 100 per hour. Every certified copy of an entry in the register of property maintained by city survey officer is Rs 60, while every certified copy of a map of a survey number is Rs 150 per survey number per sub-division.
Similarly as per the notification every certified computerised copy of a map of a survey number or a sub-division of a survey number or a map or a plan is Rs 180 per survey number per sub-division. The notification also states that every certified copy of computerised map of a survey number prepared under section 56 of the code is also chargeable at Rs 180 per survey number.
Further every certified copy of a map plan of a non-agriculture survey number prepared under section 65 of the code is chargeable at Rs 150 while the certified computerised copy of the map is charged at Rs 180 per survey number. On the other hand coloured certified copy or a certified computerised copy of a map ranges from R 450 per copy to Rs 2,500.
