PANAJI: With the absence of common service centre (CSC) required under National e-Governance Plan (NeGP) scheme to make all government services accessible to the common man, the government is in the process of working on a sustainable CSC model for the state.
There is also a proposal to utilise the panchayats as extended service outlets (ESO) to provide various G2C and G2B services.
It has been learnt that the state had submitted the CSC proposal to the department of Electronics and Information Technology to avail of NeGP scheme and consequently central government has approved the proposal. The proposal has been agreed for 58 village CSCs and four urban CSCs in the state with funding of Rs 3334 every month for each CSC.
In absence of CSCs, government had earlier issued guidelines to start citizen facilitation counters at the departments offering online services through common service delivery outlets and ensure efficiency, transparency and reliability of such services at affordable costs.
The system involves issuance of residence, income, divergence and caste certificates from the gram panchayat office by the talathis.
In September 2013, Collectorate of North Goa commissioned village-level service of delivery of certificates in Bicholim taluka across 18 village panchayats. The new system has been a great success in the taluka and so far above 6000 online certificates have been issued.
In all these offices, each talathi has now been provided with a computer, a printer, a scanner and network connectivity, revealed R Srivastava while making a presentation.
The office of the Collectorate of North Goa in last March extended the village-level service of delivery of certificates to Bardez taluka covering seven village panchayats of Saligao, Pilerne, Reis Magos, Guirim, Aldona, Moira and Socorro.
For implementation of e-district project in the state, the department of information technology (DoIT) has identified 26 services from 12 departments for state-wide roll out.
The e-district is a Mission Mode Project (MMP) under the National e-Governance Programme (NeGP), with the department of electronics and information technology, Government of India as the nodal department, to be implemented by the state government through their designated agencies.
