MARGAO: The gram sabha of Cansaulim-Arrossim-Cuelim village panchayat held on Sunday saw certain sections of the gathered members getting unruly and disrupting the meeting, forcing its adjournment.
The meeting was presided over by the sarpanch, Mr Jose Manuel who called for police protection. The meeting began with the minutes of the gram sabha held on June 6 being read. After objected to by the members that the resolution of immediate `Stop Work Order’ to the controversial project at Cottarvaddo, Cansaulim was not recorded. The meeting proceeded after incorporating the said resolution.
However, there were further objections with certain sections insisting that the resolution be put to vote again. This suggestion was overruled as it was a matter of rectification of the previous minutes only. Later, one of the panchas came out with a proposal for construction of a road close to the project and panch member, Ms Martha Saldanhna wanted a resolution for land acquisition and construction of the said road. To this, gram sabha member, Ms Sheela Gracias sought permission of the chair to speak. She said that no resolution can be passed without putting it to vote and that there were proposals on the agenda which were already submitted by the gram sabha members four days prior as per provisions of law which should have been taken up in sequence as per procedure.
As Ms Gracias attempted to continue speaking she was heckled and her voice drowned in the din and ruckus created by a section of the crowd.
In the ensuing confusion, a local doctor Dr Marconi Correia was apparently roughed up and man handled by the section of the crowd.
