Cabinet accepts report on HSRP

PANAJI: The state cabinet on Friday accepted the report of the committee headed by the Chief Secretary, Mr Sanjay Kumar Shrivastava, on the High Security Registration Plates and directed the Chief Secretary to take further action in accordance with the law in terminating the agreement.

Briefing reporters after the cabinet meeting, the Chief Minister, Mr Digambar Kamat said  the report that had recommended that the agreement between the government and the company Shimnit Utsch India Private Limited be revoked was accepted because there were a number of deficiencies/shortcomings in it.
Mr Kamat also said  the cabinet also decided to appoint Dr M Modassir as state election commissioner, in addition to his duties as secretary to the government, after the retirement of the incumbent, Mr P M Borkar at the end of this month. Dr Modassir would take over the charge of the post of SEC from Mr Borkar on July 1.
The cabinet also approved revised scheme for promotion of literacy and vocation training for adults with an aim to achieve 100 per cent literacy, said Mr Kamat. The scheme would be implemented at a cost of Rs 1.78 crore with the help of various agencies and non-governmental organisations. He also said the services of the retired teachers for the purpose.
The Chief Minister said the literacy rate in the state was between 82 to 84 per cent and government’s aim was to achieve 100 per cent literacy.
He further said that to achieve its goal of 100  per cent literacy government might modify or extend the scheme in future. He also said  the classes for the purpose would be held in primary schools, panchayat buildings or even private houses.
Mr Kamat further stated that the cabinet also gave its nod for engagement of services of Central Road Research Institute for management of traffic in the state. He said that the central agency would give a report on short-term plan for traffic management within six months and long-term plan would be submitted within a year. The total cost involved for this would be Rs 60 lakh of which Rs 30 lakh have already been released.
The cabinet also approved a proposal for transfer of Sanjay School to an autonomous society on the lines of Bal Bhavan.  The school would henceforth function under the supervision of directorate of education.
The Chief Minister also said  the cabinet gave its approval for appointment of Mr A M Wachasundar, former principal chief engineer of public works department, as project director for implementation of various developmental projects with assistance from Japan International Cooperation Agency, on contract basis.
The Home Minister, Mr Ravi Naik, and the acting Chief Secretary, Mr Narendra Kumar, were present during the briefing.
