PANAJI: The Chief Minister, Mr Manohar Parrikar informed that there exist altogether 1,636 police personnel in the state, who are working in one place for a period of more than five years.
The police records also inform that these 1,636 cops include 31 constables who have been serving at the same police station for more than 10 years. The records also reveal that at least eight to ten constables in each police station have served at the same police station, for more than five years.
The state presently has 24 police stations.
As per the recruitment guidelines, a police constable who has completed three years at a police station needs to be transferred and given a new posting. As per the police records, the transfers have taken place, however, on paper and that too for a brief period of time. “The ‘influential’ constables, who are transferred on paper after serving three or five years in a particular police station, within a month or two, managed to get another order reverting them back to the old posting,” as per a highly placed police official.
The police records also points out that the Goa Police Establishment Board did transfer 498 head constables just before the assembly elections, since many of them had served for more than three years at the same police station. Furthermore, the PEB also took decision to transfer constables before the elections, but with the family members of these transferred constables demanding cancellation of the transfer orders, fearing serious repercussions on the health of the transferred constables, resulted in withholding of the transfer orders. And then, after the assembly elections, most of the head constables who were transferred were brought back to their original posting.
“The senior police officers, especially those who are posted at police stations in ‘lucrative’ areas like beach belts are also reluctant to take the transfer orders,” the highly placed police official informed. Police stations ate Mapusa, Calangute, Pernem and Anjuna are considered to be most ‘lucrative’ police stations in North Goa.
