Crucial bills to be tabled in House during winter session

The four-day winter session of the state legislative assembly to be held from December 13 to December 18 – excluding the weekend – later this month, will witness tabling of four bills including the Goa tax on infrastructure bill 2017 and the Goa agricultural produce marketing (development and regulation) bill 2017.

The two other bills to be tabled are the Goa land revenue code (amendment) bill 2017 and the Goa town and country planning (amendment) bill 2017.

The amendment to the Town and Country Planning Act will fix criminal liability on those involved in illegal land conversions, while the new agricultural legislation will rejuvenate and boost the community and contract farming.

The MLAs have forwarded altogether 703 questions to the legislature department of the assembly, including 461 unstarred questions and 242 starred questions, for replies from the respective ministers, during the question hour.

“This time maximum legislators have submitted their questions online, instead of submission of written questions,” the highly placed assembly sources added.

Furthermore, four private members resolutions would be discussed on December 15, in the House.

Meanwhile, the Goa Legislators Forum headed by former MLA Mohan Amshekar will co-ordinate organisation of the Students Parliament.

“This year, the Students Parliament will be held in four to five centres instead of a single locations namely the assembly complex,” the assembly sources said, adding that the organisation of Students Parliament will start from January 21, 2018.

The five centers include Ravindra Bhavans, at Vasco, Sankhali and Margao; Rajiv Kala Mandir, Ponda; and Panaji.

The decision to organise this event has been reached so as to allow participation of more students in the same, thus grooming young leaders.

Around 5,000 students are expected to collectively attend the event at these centres.

The meeting of the business advisory committee of the assembly was held on December 5.
