Panaji: The High Court of Bombay at Goa in a case related to appointments in a district court has substituted first sentence of the order dated June 24, 2019 by the following sentences: “Apropos of the last order passed by this court, that is order dated April 30, 2019, it is clarified that appointments to the posts of watchman, sweepers, liftman, etc shall be made in accordance with the regular appointment procedure. It shall be open, however, to the appointing authority to consider trained personnel listed by Goa Human Resources Development Corporation provided their applications or names are submitted by the Corporation or the state government.”
The High Court in its order dated June 24, 2019 had said that “apropos of the last order passed by this court, that is order dated April 30, 2019, it is clarified that the recruitment to the posts of watchman, sweeper, liftman, etc shall be made from the trained personnel whose list is maintained by the Goa Human Resource Development Corporation. However, these appointments would not be a matter of outsourcing, but shall be made by the principal district judge in accordance with the recruitment rules in place. The state may, accordingly, propose the names for available posts.”
In its April 30 order, the High Court had said that the district judge is allowed to proceed with the recruitment of the posts of watchman, sweepers and liftman. It is made clear that the government would be allowed to suggest the names for such posts.
